Chapter 87 of Zambia's Penal Code Act describes homosexuality as an "offence against morality". Chapter XV, Section 155 says that "any person who has
carnal knowledge of any person against the order of nature or permits a male person to have carnal knowledge of him or her against the order of nature is guilty
of a felony and is liable to imprisonment for fourteen years" (Newsplanet).

It is also an offence under section 394 of the Penal Code for any person to conspire with another to commit any of the above felonies. (Statement to Zambian
parliament by vice-president Tembo quoted in The Post, 23/9/98.)
