Dear Ambassador Fahmy:

I'm enclosing a copy of a recent New York Times article about recent activities in Egypt against men who are believed to be gay. In full candor, I must tell you that it appears that you did not tell me the truth when you wrote to me that there was no anti-gay activity in your country and that Egyptian men were not being persecuted because of their perceived sexual orientation. Based on the recent convictions and the continued arrests of gay men in Egypt, and on a consideration of the facts set forth in the Times article and elsewhere, I can come to no other conclusion than that you lied to me.
